On Monday, Governor Greg Abbott signed into law a police reform bill that will help improve law enforcement training, ban some police practices and add agency hiring transparency.
House Bill 3712, written by State Rep. Ed Thompson, will raise standards for training and create model curriculum for officers who training new recruits.
The reform bill also bans carotid artery and neck restraints, alongside chokeholds. When an officer applies to another department in the nation, the bill requires termination and discipline records to be released.
