PARIS, TEXAS – Utility crews are currently relocating gas lines, moving overhead communication utilities underground, and reducing the number of telephone poles as part of the much-anticipated SE 1st Street revitalization project in Downtown Paris. A Texas Community Development Block Grant is funding much of the project and has been extended through June 2026.
In addition to relocating other utilities, the city’s Capital Improvement Project crew recently replaced the sewer mains under the roadbed. The contractor then completed the next phase by removing the street pavement to allow the utility relocation to proceed. All gas and communication line relocations are expected to be complete by the end of January.
“In designing this project, we wanted to reduce the chance of needing to make underground repairs in the near future,” Engineering Department Manager Steve Hodges said. “The CIP crew helped us save money and replace old pipes with new ones before the new street surface is installed.”
Next, the existing sidewalks will be removed, and reconstruction of the street and sidewalks will begin. Accessibility barriers, such as curbs and steps, will be eliminated, and the new road and sidewalk areas will be constructed with brick pavers.
Traffic calming Bump Outs will be added to the south corners of the intersection of SE 1st Street and Lamar Avenue, and the north corners of the intersection of SE 1st and Clarksville Streets. Bump Outs are curb extensions that improve pedestrian visibility and decrease crosswalk distances.
The project also includes two sidewalk areas with engraved brick pavers. “We’re excited to include a way to leave a lasting legacy in downtown to recognize people or businesses,” Main Street Coordinator Cheri Bedford said. “The popular Dr. Pepper mural is located on this block of SE 1st, and the engraved pavers will bring more interest to this space between Lamar Avenue and Clarksville Street.”
The first order of customized pavers is expected to be delivered soon. A second order will be placed later in the project, but space is limited. Engraved pavers can be purchased online at ParisTexas.gov/Pavers or in person at the Gene Anderson Annex Building, 150 SE 1st St., while supplies last.
