On Jan. 24, Officers responded to a Public Intoxication call in the 3000 block of NE Loop 286. They made contact with Steven Ray Baker (31) of Valiant Oklahoma. Baker was incoherent and could not answer simple questions or stand without assistance. Baker admitted to having taken some prescription narcotics which he claimed to have a prescription for. A consensual search of Baker’s person and property revealed four pills which were identified as Alprazolam. Baker was placed under arrest for Possession of a Controlled Substance due to the fact that he could not produce his prescription for the narcotics nor did he have them in the prescription bottle. He was processed uneventfully.
On Jan. 24, Officers received a report of a disturbance in the 1800 block of NE Loop 286. They made contact with Daniel Mason Maye (34) of Arthur City Texas. Maye had kicked in the door to the residence. He claimed he was wanting to confirm his girlfriend’s safety. Maye appeared to be under the influence of some narcotic. A consensual search of Maye’s person revealed narcotics in Maye’s pocket of his jeans. He was arrested for Possession of a Controlled Substance. Maye then admitted possession of the narcotics and advised he had used some of it approximately one hour prior to the arrest. He was booked without incident.
On Jan. 25, a theft of a vehicle was reported in the 2400 block of W. Houston St. The victim said that a known suspect had taken his vehicle without permission on January 15th. The suspect, an employee of the victim was at the victim’s residence helping with some work. The victim went inside the residence for a moment and the suspect, who lives in Greenville Texas, got into the victim’s 1995 Mercury Cougar and left without permission. The victim tried to contact the suspect but could not make contact. The vehicle was entered in National Data System as stolen. Greenville Police Department was also notified. The Regional Auto Theft Task Force were advised as well.
On Jan. 26, Darcie Williams Higbee (72) of Jacksonville Texas was arrested after officers stopped her for a moving violation in the 2300 block of N. Main. When officers made contact with Higbee they noted that she was very nervous and was jerking, twitching, and unable to sit still. They removed Higbee from the vehicle to clear her medically and or officer safety. Higbee denied being under the influence of any drugs or alcohol but could not satisfactorily complete DWI field testing. She was placed under arrest for Driving While Intoxicated. The vehicle was inventoried and officers located marijuana and drug paraphernalia indicating further drug use as well as several firearms. Higsbee agreed to a blood draw and was transported to a medical facility for the draw to be completed. Upon arrival, officers noted narcotics in the prisoner area of the vehicle. A video review showed Higbee removing the narcotics from her pants and throwing it to the floor of the vehicle. Higbee withdrew consent for the blood draw so a search warrant was obtained. A criminal history revealed a previous felony conviction on Higbee’s record. She was charged with Possession of a controlled Substance, Tampering with Evidence, Unlawful Possession of a Firearm by a Felon, DWI, and Possession of Marijuana. She was processed without further incident.
On Jan. 26, a report of a disturbance in the 500 block of SW 1st brought officers into contact with Melissa Kay Keisler (47) of Paris, and her roommate. The roommate, advised that he had been assaulted by Keisler. He advised that Keisler had cut him with a broken piece of a ceramic plate. He had injuries to his hands and chest that were consistent with his report and physical evidence at the scene collaborated the story. Keisler denied that anything had happened. Both the victim and Keisler were in a state of intoxication and Keisler was very belligerent and uncooperative. Keisler was arrested for Aggravated Assault with a Deadly Weapon. The victim was treated by Paris EMS. Keisler was transported and will be booked prior to transport for arraignment.
On Jan. 26, a report of a Burglary of Residence was taken in the 900 block of 19th NW. The victim advised that an individual made entry into his garage through a broken window, and stole a toolbox with hand tools, automotive speakers, and power tools. Evidence was collected and the incident is under investigation.
Officers made 25 traffic stops, 3 adult arrest, and answered 67 calls for service for this reporting period.
