Paris Police responded to a motor vehicle accident in the 300 block of Clarksville St at 2:30 P.M. on September 19, 2021. Witnesses advised that a moped driven by an older white male had struck two or three signs and had laid the moped over. The driver then walked away from the moped. Officers located 53 year old Joseph Brian Barnard in the 300 block of SE 3rd St and found that he was intoxicated. Barnard was arrested and charged with driving while intoxicated. During the investigation, it was found that Barnard had at least two previous convictions for DWI and therefore, this charge was enhanced to a felony. After being evaluated by medical personel, Barnard was booked and later transferred to the Lamar County jail.
