On Dec. 12, an officer on routine patrol observed Melissa Ann Waggoner (22) walking in the 1900 block of West Campbell St. Knowing Waggoner to have municipal warrants, the officer made contact with Waggoner, who did identify herself as the wanted individual. Waggoner was advised she was under arrest for the municipal warrants. When the officer attempted to handcuff Waggoner she began to resist arrest by pulling away, actively pushing the officer away and attempting to escape from his grip. The officer was eventually forced to take Waggoner to the ground to better control her. Another officer arrived on scene and assisted with the handcuffing of Waggoner, who was still resisting being handcuffed. Waggoner also refused to enter the patrol car and had to be forced into the back seat while kicking at officers. She was taken to the station for booking. During a search of Waggoner’s property a syringe of methamphetamine was found with her property. She was charged with Possession of a Controlled Substance as well as Resisting Arrest.
