Thursday, July 25 at 9:11am; a Paris Officer conducted a traffic stop for a defective brake light in the 200 Block of Northwest 1st Street and identified the front passenger as 48-Year-Old Barbara Ann Elrod. Elrod was arrested and booked for an outstanding Felony Violation of ProbationInterfere with Child Custody Warrant from Red River County and booked into the Paris Jail.
Thursday, July 25 at 9:44am; a report of a man with a gun was reported in the 2500 block of North Main Street. Both parties had pulled over on the side of the road and a dispute continued with one party being upset because he believed as he was driving his passenger car that the other party, riding a motorcycle, was tailgating him-following to close. The motorcycle driver had drawn a firearm. An arriving Paris Officer immediately disarmed the subject and secured the firearm. The situation was deescalated and Paris Officers took a Felony Aggravated Assault with a Deadly Weapon Report for further investigation.
Thursday, July 25 at 11:09am; a complainant stated that his next door neighbor, who is also his tenant was breaking out house and vehicle windows. When officers arrived, the suspect could not be located. About one hour later (12:12pm), Paris Officers arrived a second time in the 1600 block of East Price Street to similar criminal acts. Paris Officers observed the suspect displaying erratic behavior, sweating profusely, pacing by the side of the house, brandishing a machete and yelling about “the voices” that he was hearing. He ignored Officer’s verbal command to drop the machete and retreated inside the residence, where he continued to damage more items. A short time later, 56-Year-Old Allan Ray Haggerty exited the residence unarmed and surrendered to officers. Haggerty was booked for State Jail Felony-Criminal Mischief. He had broken 14 residence windows.
Friday, July 26 at 4:08am; Paris Officers initiated a stop on a suspicious person walking in the middle of the street in the 100 block of Southeast 16th, when a side walk was available. The subject identified himself as 62-Year-Old Ronald Dale Jacobs. Jacobs was placed under arrest for two outstanding Paris Municipal Court misdemeanor warrants (Possession Drug Paraphernalia & Failure to Maintain Financial Responsibility). Incident to the arrest, during a search, a clear plastic baggie containing cocaine was located in Jacob’s right sock. Jacob was additionally arrested for 3 rd Degree Felony-Possession of a Controlled Substance-Cocaine and booked into the Paris Jail.
