On July 21, Officers made contact with Bryan Keith Sisson (54) of Paris walking in the 100 block of NW 11th. When asked for identification, Sisson produced his wallet from his pocket. As Sisson removed his ID, the officer saw a plastic packet fall from Sisson’s hand. The officer recovered the baggie which was found to contain narcotics. Sisson was then searched and a rolled up $5.00 bill was found in Sisson’s pocket. The bill had narcotics residue in it. Sission admitted that he had just used the bill to inhale narcotics. He was arrested and charged with Possession of a controlled Substance (Methamphetamine) He was booked without incident.
