On Dec. 23, an officer made contact with Tracy Leonard Lawrence (59) in the 10 block of SW 13th Street. The officer believed Lawrence had an outstanding warrant for his arrest. After receiving confirmation of a Lamar County Motion to Revoke Probation warrant, Lawrence was placed under arrest and booked into the Paris City Jail without incident.
On Dec. 23, Officers were dispatched to a residence in the 400 block of NE 11th Street regarding a person at the location with outstanding warrants. Dispatchers confirmed three warrants issued by two other agencies for Marcus Dewayne Smith (32). Officers made contact with Smith, who was arrested, transported, and booked into the Paris City Jail.
On Dec. 23, while seeking a wanted fugitive, Paris Police Detectives noticed a driver commit several traffic violations and initiated a traffic stop in the 200 block of NE 13th Street. While speaking with a detective, the driver, Eddie Wayne Biggers (45), admitted to having drugs in the vehicle and in a pocket of his pants. Dispatch also confirmed that Biggers had three Lamar County warrants for his arrest. Biggers was arrested for the warrants and Possession of a Controlled Substance and booked into the Paris City Jail.
On Dec. 23, an officer arrested Jonathan Edward Smallwood (41) at the Texas Parole Office for a warrant related to Possession of a Controlled Substance and Failure to Appear. Smallwood was transported and booked into the Paris City Jail.
On Dec. 23, an officer responded to a welfare concern at an apartment in the 2900 block of Clarksville Street regarding a toddler who had been taken from the apartment without permission. While responding to the call, the officer noticed an adult walking near the scene and carrying a child. After speaking with multiple individuals and conferring with a detective, the child was returned to the reporting party. A kidnapping report was taken and will be investigated by detectives.
On Dec. 23, an officer took an Aggravated Assault with a Deadly Weapon report in the 2100 block of E. Cherry Street. The caller told the officer that a family member had punched them in the eye and later threatened additional harm and damaged some property with a knife. The officer observed the caller to have injuries consistent with the information provided, the damaged property, and a knife lying nearby. The report will be investigated further.
On Dec. 24, while responding to a theft call at a business in the 3300 block of Lamar Avenue, an officer noticed a vehicle believed to be related to the theft report. When the officer attempted to stop the vehicle, it accelerated. After a short distance, the driver failed to negotiate a turn, hit a curb, and damaged a wheel before coming to a stop. A passenger exited the vehicle and fled on foot. The officer detained the driver, Jekari Waylnn Miller (18), and two other passengers. The officer was told the reported theft was a misunderstanding and that they had paid for the items involved. Miller was arrested for Evading Arrest or Detention with a Vehicle and booked into the Paris City Jail.
On Dec. 24, Officers responded to a residence in the 1400 block of Fitzhugh Avenue and took a report of a hit-and-run accident. Officers were told that a known subject had taken a car without permission and later returned it damaged. Another officer was flagged down by an individual who said they had found the accident scene. Car parts that matched the vehicle involved were located near a tree that appeared to have been hit by a car. An Unauthorized Use of a Vehicle and an accident report were entered and will be investigated further.
On Dec. 24, Officers responded to a disturbance call at a residence in the 3700 block of Pine Mill Road. Officers were told that Walter Isai Sanchez Zelay (34) had broken into the residence and assaulted another person. Zelay was arrested for Criminal Trespass and later charged with Burglary of a Habitation. The incident will be investigated further by the Criminal Investigations Division.
On Dec. 25, Officers responded to an assault call in the 2900 block of Clarksville Street. Officers spoke with two family members regarding an altercation between them. One party accused the other of choking them during the incident. Officers entered an Assault of a Family Member by Impeding Breathing report, which will be investigated further.
On Dec. 25, During the evening, an officer patrolling in the 2600 block of Bonham Street made contact with a suspicious person carrying multiple activated flashlights, wearing gloves, and carrying a backpack. The subject, identified as Andres Deleon Rubio (55), gave the officer permission to search the backpack. The officer located a glass pipe wrapped in Christmas wrapping paper in the backpack, and upon searching Rubio, located a small baggie of a controlled substance. Rubio was arrested for Possession of a Controlled Substance and booked into the Paris City Jail without incident.
On Dec. 26, Officers responded to a burglar alarm call at a business in the 1800 block of Clarksville Street. Officers found a glass front door broken and the door ajar. After searching the building for intruders, officers noted that a safe and a cash register had been moved from their usual locations. An employee arrived and reviewed the security video, which showed a person entering the building, moving the two items while apparently attempting to open them, and exiting shortly thereafter. Officers entered a Burglary of a Building report for further investigation.
On Dec. 26, Officers took a kidnapping report in the 300 block of SE 35th Street. A parent reported that their child was taken from the residence by the non-custodial parent without their permission. The child was later located and returned home. The incident will be investigated by detectives.
Officers made 58 traffic stops, 12 adult arrests, and answered 232 calls for service during this reporting period.
