AUSTIN – Two fugitives from the Texas 10 Most Wanted list have been captured. The fugitives — Clifford Milton, 24, (pictured left), and Rodrigo Flores, 34, (pictured right) who is affiliated with the Mara Salvatrucha (MS-13) gang — were both captured on March 29.

Milton was arrested in Texas City (Galveston County), and Flores was arrested in Puerto Rico. Both arrests came as the results of Crime Stoppers tips, and rewards of up to $7,500 will be paid.

Working off tip information, members of the U.S. Marshals Gulf Coast Violent Offenders Fugitive Task Force, including DPS Special Agents, apprehended Milton without incident following a traffic stop. Milton had been wanted since November 2018 for trafficking of child, engaging in organized criminal activity and compelling prostitution. His violent criminal history consists of arrests for assault and weapons offenses. For more information, view his captured bulletin.

Working off tip information, the Criminal Investigations Corps (CIC) of Aguadilla, Puerto Rico, apprehended Flores with the coordination of the U.S. Marshals Service – District of Puerto Rico and the U.S. Marshals Lone Star Fugitive Task Force, including DPS Special Agents. Flores had been wanted since May 2018 for aggravated assault with a deadly weapon and assault of a family/household member. His violent criminal history includes a 2012 conviction of aggravated assault with a deadly weapon after an incident in El Paso. For more information, view his captured bulletin.

So far in 2019, DPS and other agencies have arrested nine Texas 10 Most Wanted Fugitives and Sex Offenders, including five sex offenders and two gang members, and $20,000 in rewards have been paid for tips that resulted in arrests.

Texas Crime Stoppers, which is funded by the Governor’s Criminal Justice Division, offers cash rewards to any person who provides information that leads to the arrest of one of the Texas 10 Most Wanted fugitives or sex offenders.

To be eligible for the cash rewards, tipsters MUST provide information to authorities using one of the three following methods:

Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).

  • Submit a web tip through the DPS website by selecting the fugitive you have information about, and then clicking on the link under their picture.
  • Submit a Facebook tip by clicking the “SUBMIT A TIP” link (under the “About” section).

All tips are anonymous — regardless of how they are submitted — and tipsters will be provided a tip number instead of using a name.

DPS investigators work with local law enforcement agencies to select fugitives for the Texas 10 Most Wanted Fugitive and Sex Offender lists. You can find the current lists — with photos — on the DPS website.

Do not attempt to apprehend these fugitives; they are considered armed and dangerous.
