Planning and Zoning Discusses Permanent Cosmetics Ordinance, Approves Comprehensive Plan

The Planning and Zoning Commission of the City of Paris met Tuesday night in the City Council Chambers at 5:30 p.m.

The following Commissioners were present:  Keith Flowers, Dr. James O’Bryan, Sims Norment, Mark Pankaj, John Lee, and Chad Lindsey.  City Manager John Godwin, City Engineer Carla Easton, and Community Development Coordinator Triniti Frazier were also in attendance.

The first item on the agenda was the election of new officers.

Keith Flowers was elected Chair, and Chad Lindsey was chosen as Vice Chair.

The first public hearing of the evening was in regards to a petition from John Bell for a change in zoning from Office District to General Retail at 2300 Clarksville Street.  This was unanimously approved.

The second public hearing was in regards to a petition from Cosmopolitan Beauty, LLC for a change in zoning to add a Specific Use Permit that would allow for a Permanent Make-Up Tattoo Salon in the existing business at 3703 Lamar Ave.

Jodie Greb informed the commission of her plans, and no one spoke in opposition.  There was a discussion with the City Manager about eliminating the need for a Specific Use Permit in these situations, and it was indicated a future ordinance change may be possible.  The Commission approved this request unanimously.

3 plats were approved by the Commission (400 block of 19th NW, 2805 3rd SE, and the Hamilton Oaks Apartments Addition in the 1100 block of 20th NE).

Finally, a public hearing was held to receive comment on the City’s updated Comprehensive Plan.  No one spoke in favor or against. 

After the hearing, various members voiced their support of the plan and praised the City Staff for their excellent work.  City Manager John Godwin noted that, in order to implement various items of the plan, action items would be brought to the Planning and Zoning Commission in the near future.

It was also noted that the Toole Design Group’s downtown plan would be included, but has not yet been received by the City.  The Commission unanimously recommended approval to the City Council.
